This will affect the order in which the queue will go. For high, medium and low, when there is capacity, the jobs will be processed in priority order then submission order. Urgent jobs run immediately, even if the SIS service is at max capacity. Idle jobs start only if there is capacity to spare, the itom.reservedNonIdleCapacity setting controls how many "slots" to leave free.
