Security Role required to create Service Portfolio Bulletins

There is no standard role for this and is something that we have raise about having more control over (see post link below). However we have put a workaround in place by creating a new role based on the standard 'Service Manager' role and then edit this to remove database permissions to restrict what the assigned users can do, which is a bit hit and miss whilst you work our want they still need.
