Need help with how to change selection getting different option to popup?

The aim on this is, if the user selects CareNotes User Amendment option:

 

The Date Booked for CareNotes training should not be mandotory, if they select New CareNotes User at the start then the date booked for carenotes training should be mandotory. 

Question is, how can i make this to work?

I think what you're looking for here is Conditional Fields

This will show or hide the field based on other answers, and if mandatory it will only be required if it is shown.
