Contract Sub Status dropdown field is blank

In Contracts there is an HB (ie NOT custom) field called Sub Status. This is a dropdown field but there are no options available to choose (see bottom right).

 

I presume it should be linked to the Simple List called Supplier Contract Sub Status. I have tried to add another option to that but still get blank:

Supplier Contract Sub Statuses should be configured in the admin area against a main supplier contract status.
