Reports - Filter Options - Against Multiple Values?

How do you add more values when you are selecting filter options in the Reporting section?

I swear I did this by accident once, but since then haven't been able to work out how to replicate. The "Add Value" button seemingly just greys out once you've added one, despite "Value(s)" implying you should be able to add multiple?

You cannot have more than one value for "value equals" or "value does not equal"

In this instance you will need to use "value is not one of these"
