Admin workspaces management

Hi.

Should an administrator have access to any workspace and do tasks like add an user to any workspace?

As an administrator I can't browse all the existing workspaces. Am I doing something wrong?

You're not doing anything wrong. You can't browse a workspace if is not public or if you are not a member of, is it's private
