Unable to register devices

I am trying to register my device in Hornbill to start testing the app prior to rollout to the rest of the team.

When accessing the Devices tab in the account screen, I do not get an option to add a device. As we use SSO I believe that we will need to sign up in this way.

I believe that this may have been working at one stage, is there a setting that I need to activate to allow this or something else that I am missing?
