Making Problems visible on Service Portal

@dwalby - problem records do not require the customer to be the customer on the problem record. Problem records will be visible for all customers if the problem is published (https://wiki.hornbill.com/index.php/Publish_Action_Item). They will be visible same way as requests are but in a separate tab named "Published Defects" or "Known Issues".
