The timeline consists of a number of tables and fields where as the variables that are available to email templates refer to information in individual fields. You are able to print the request to a PDF which has an option to include the timeline in the printout and then email that to the recipient. Only reason I asked is because I'd recently seen a e-mail template generated from ZenDesk (iirc) that contained a timeline of the request updates.
