Filters not working properly

So if I create a custom filter and filter by service and owner is not set nothing comes back even though I have access to the All my service view and there is tickets with no owner set in them.

This i believe was fixed a while back is this bug back or am I missing something?

Hi Gareth, 

Sorry about the delay.  It seems that this only happens under certain configurations.  This couldn't initially be replicated which is why there hasn't been any progress.  I've just done some more testing and I believe that I now have the replication steps which should allow our development team to provide a fix.  From what I can see this only affects services that are supported by all teams, and don't have individual teams allocated.  I will keep you posted.
