enhancement Data Retention automation

As raised by @Berto2002 at yesterday's HUG in London, we to have a need for a rules based automation around data retention/anonymisation/deletion of data across the platform, including contacts and requests.

We have a hack in place to clear PII data from ICF questions on request closure, but a natively supported option would be better
