Custom Role for a user to create Scheduled Request

Is there a way we can allow users to create Scheduled requests for themselves?

I can't see a role for it, and I can't see any option if I was to create a custom role. Is there any way to do this?

These are the only roles used to create Scheduled Requests: 

• You must have either the Service Desk Admin or the Hornbill Admin role.

@NPAT As mentioned above, currently, scheduling requests can only be performed by individuals with the Service Desk Admin or Hornbill Admin roles.
