bug Portal ICF Cancel button not translating

When raising a request via the portal, the main "Cancel" button (see below) is not getting translated.

Looking at the source in the developer console, it appears this should be set using the "guest.core.cancel" translation key, however that is not the case.

I have also confirmed that ALL translation keys with the word "Cancel" have been correctly translated, however none of them have an effect on this button (both Core and Service Manager UI translations)
