Configuration Explorer; should it be showing all Connections as associated Users?

I have a Change that was raised by User A and Users B, C and D are listed as "Interested" Connections.

When I use the explorer view, only the Customer of the (Change) Request and one of the Connections is showing as a linked. The Connection who is linked (C in this case, the head of Architecture...) does not feature elsewhere on the Request so I cannot imagine they feature in Explorer by virtue of a different kind of association. E.g. they are not the Customer's line manager or the Owner of the Service or Owner/Used by of the Assets, etc.

Should all the Connections be linked to the Request showing when "Users" is selected in Explorer? Is the non-Customer linked User shown for some other reason?
