Text box for Bulletins - a little too small and/or does not expand

I suggest this box should either:

1. be sized correctly for the maximum number of characters (500) or
2. be expandable so you can get all these characters on the screen

At present it's just constraining unnecessarily.

I think also it would be good to up the allowed character count also - there is definitely more space available that could be utilised, and sometimes it is difficult to get technical bulletins into 500 characters

End Users are notoriously bad at reading lengthy text - for a bulletin that you want people to take notice of; shorter is better.
For those that want a lengthier explanation, I'd recommend using the link functionality to allow them to navigate to and read the full details.
