Enhancement Idea - Home page widgets

Hi, I've been reformatting a draft home page and I have come up with a format like below as a concept to make navigation easier for our users,

What this has lead to me think is that having categories per catalog item in a service and a widget that dynamically loads those categories would be really useful and a better layout to end users. This technically exists per Service and the service widget, but I'd like to see this 1 layer down if possible. Creating a whole service just so it loads in the widget at top level for just 1 or 2 catalog items seems a bit overkill on some items
