Activities - Assignment to both a user and group - who can do what with the activity?

Hi team,

 a question on activities, specifically the situation when one is assigned to both a user and group. I'm looking for clarification around who can reassign, edit details, and delete in this situation. The wiki (Activities - Hornbill) states that "Group & User - if the activity is assigned to both a group and user, then the owner of the activity is able to reassign it". Is this correct? One might think that this situation would result in a combination between group only and user only? I'm not prescribing a solution here, it just seems strange that only the owner can reassign in this situation.
