How to enable / disable "Comments" on Timeline (per Service hopefully)

I cannot find any documentation on how to enable/disable the Comments on Updates in the Timeline. Can anyone help please?

I want to disable Comments on a few of our Services because they are used by Collaborators who cannot see Comments to respond to them.

One way to do this might be by adding the view-only people as connections on the request rather than support teams, but that would need the issue with the connection View option to include the Timeline in read only mode, which might be easier to implement rather than having permissions at the support team membership.
