Data Query in IC - what does 'colleague' search option mean?

Hi,

We currently have an IC that uses a dynamic dropdown data query which is set to 'Search colleagues'.

However the list presented to the end user seems to be limited to certain users somehow.  

What does the term 'colleagues' actually mean in this context? (can't seem to find any reference to it in the WIKI).
