@Paul H,

This can be achieved through the admin tool. Provided that you are granted administrative privileges:

  • Press the Cog icon from the Hornbill interface
  • Select "Platform Configuration" from the Configuration drop-down menu
  • Select the "Organisation" menu item from the navigation menu
  • Switch to the "Teams" tab in the organisation view
  • Locate the "Create New Team" button
