'Lock' Application Rights - separate rights for being able to use it and being able to override.

In order to enable users to have access to the 'Lock' action, they currently have to be given the application rights of 'Update Locked <Request Type>'. This right give them both the permission to lock request but also to override a lock added by another or the BPM process.

We would like to separate this out so the current 'Update Locked <Request Type>' in essence does as it names and allow the analyst to still be able to update when the action is locked, whilst having a lower level right ('Lock <Request Type>')  which allows the analyst to lock and unlock their own action, but not the ability to update already locked be it by a person or BPM.
