Create new user node is not adding the users Home Organisation

I'm using the 'create new user' node in a BPM, and, although it's creating the user, it's NOT adding that user to a Home Organisation, (nor adding that organisation at all).

I select the Home Org manually, but, although there's no errors or failures, the Home Org isn't being added.

Any ideas please?
