If we use a Company in Subscriber lists, will that allow people in 'child' organisations (Divisions) to access?

I just wanted to check that the Subscriber lists operate a cascaded permissions approach; if I add a Parent organisation (with no users) as the Subscriber to a Service, all people in all Child Organisation Groups (with users) will get access?
