When dealing with large volumes of documents it is much easier to administer if permissions can be assigned by Group and Roles. This would also mirror the available options in Document Libraries. I'd be interested to understand your use case to why you would need a large number of people to share a document with at this point. The share option for a document is different from sharing a document within a Library. One would normally share a document with a small number of individuals that are contributing to the creation or reviewing of a document before it is published to a library where it will then be consumed by those that have access to the library. If a document was a book, it would be shared with the author, editor, and the publisher before it goes to the bookstores or libraries. The team leader for each area would normally be the nominal owner for the document, but all of the Team Leaders provide cover for each other. Therefore any one of us may need access to the original document in the absence of review, alter permissions or update the linked document, i.e. to maintain the document after it has been published.
