Hi Dave,

The way that I look at Document Manger is that there are two different forms of access and visibility and I like to use the analogy of a book.  Prior to publication you would include access to the book for the writing the book, the editors, the reviewers, the publishers.  Once published, the general public can then have access to the novel from a library where they can read or check out the book.

I would keep the sharing directly against the document to those that contribute to the creation, editing, etc.  Once it is ready for public consumption, add it to a library that everybody has access to.  On the library you can include individual user, groups, or roles.  To cover everyone, your best best may be to use roles.  Such as the collaboration role or the basic user role.
