Publish Icon - can it be added to the Incident portfolio

Good to hear that the publish option on Problems and Known Errors is working well.

We are looking at some idea for Incidents, but it was more around publishing the resolution as a type of FAQ or knowledge article.   When looking at this we can also consider options for publishing prior to resolution.
