Is there a way to see if there were any requests with those departments linked? Would deleting the departments affect any of the existing requests in any way? Requests are not associated to departments, they are associated to users/contacts. As such, deleting a department won't have any influence on requests, especially that you intend to delete departments that have no users associated to them.
