This helps to make sure that it gets directed to those that can best answer the question. I couldn't see any rights specific to the Site configuration on Administration. What I would recommend that you do is create a new role under Home->System->Organisation Data->Roles and select Hornbill Collaboration as the application. Then under Internal Organisation you can select canManageSites. Before assigning this out to anyone I would test this out to assure that giving this role to anyone doesn't give them more than what you are expecting. You will most likely find that you will have to provide some database rights to the role as well. I'll see if I can find out which tables.
