Add all subscribed to a service as impacted on major incident

I'm trying to achieve the following.

If a major incident is raised on a service I want to add all subscribers to that service as impacted connections to the request. Is this possible somehow?

Did you have a chance to look at the above...?

UK also have this query. The reason for it is to notify all subscribers at the same time that there is a major outage. This would help significantly on reducing the number of incoming calls and thereby allowing us to focus on a resolution
