Speaking personally, if I was presented a survey and I didn't want to respond and there wasn't an option to say... No thanks, I just wouldn't respond. You might then be left in a situation where you don't know how many don't want to do surveys and how many are just waiting to do the feedback at a later time. Maybe an incentive for those that complete the feedback. The other problem that one might come across if you are trying to enforce feedback is that the provided feedback might not be of good quality. If they don't want to do it, they may just pick the responses that get them to the end in the quickest way possible.
