Basically, I have a measure for' total resolved ticket per month', and another for 'count of tickets which have been re-assigned more than twice'. Would you be able to provide a couple of screenshots of the two existing measures that you have set up at the moment, and I'll see if I can replicate and come up with a solution for you.
